Researchers have examined the degree to which students from culturally and linguistically diverse backgrounds are disproportionately represented in particular disability categories and in particular kinds of special education placement.  These links provide technical assistance and data resources for states and districts as they work toward improvement.

 
State Guidance and Practices
Several states have produced guidance for local agencies and/or have undertaken initiatives to reduce disproportionality.
Resources
These national centers and research projects assist with identifying and evaluating disproportionate representation in states and districts. Many of these centers provide a range of publications and technical assistance.

Introduction
IDEA 2004 requires States to have in effect policies and procedures to prevent the inappropriate identification or disproportionate representation, by race and ethnicity, of children with disabilities.

Research and Policy
This section includes guidance from the federal Department of Education and federally funded research centers that addresses changes in IDEA 2004, data collection requirements, and survey data.
